The funding landscape changed a lot in 2025–2026: well-known programmes ended, ZIM stopped taking applications, and the Mittelstand-Digital network is being rebuilt. This guide lists only programmes we verified on official or chamber sources on 31 Oct 2026, says what each pays for, and gives an order in which an SMB can combine them. You end up with a short funding plan for your first AI use cases and no surprises like "you already started, so no grant".
Why it matters
- The money is real, but it's small. For a typical first AI project (document capture, an email triage workflow, a RAG assistant), funding covers orientation, part of the consulting and cheaper financing. It does not pay for the whole project. If the business case only works with a grant, it's a weak business case.
- Timing rules decide everything. Almost all programmes forbid starting before approval. For BAFA consulting, signing the consulting contract already counts as the start [1]. NRW's MID programme forbids starting the project or signing binding partner agreements before the grant notice [5]. If you start too early, you lose the funding, and it can't be fixed afterwards.
- Many blog lists are out of date. Consultants' websites still advertise "Digital Jetzt" and "go-digital". We could not verify that either is open in 2026, so don't plan with them. ZIM has been closed to new applications since 7 Jul 2026 [7].
- Funding pays for the unglamorous parts too. Subsidised consulting can cover a data readiness check (GUIDE-003), process analysis or an AI strategy. These are exactly the steps SMBs tend to skip.
When you need it
- Before the discovery workshop (GUIDE-001): free, vendor-neutral orientation from Mittelstand-Digital or an EDIH.
- Before you sign any consulting or implementation contract: file the funding application first.
- When you choose the implementation path (GUIDE-002): loans such as KfW 511 pay for software, hardware and integration, and they make investment-heavy options cheaper.
- When you develop your own AI product or do real R&D: look at state product programmes and the research allowance (Forschungszulage), not consulting grants.
Who is involved
| Role | Part |
|---|---|
| Management | Decides on the funding strategy and own contribution, and signs applications and de-minimis declarations |
| Finance / controlling | Tracks de-minimis totals and proof of payment, and talks to the house bank (KfW, L-Bank, NRW.BANK loans go through banks) |
| Department lead | Describes the process and the expected benefit in the application, then owns the results |
| IT | Scopes the technical part and checks vendor quotes for eligible versus non-eligible items |
| End users | Take part in the funded analysis and workshops. A funded consulting project that never talks to the people doing the work produces shelfware |
| Works council | Inform it early when funded projects plan new work processes with AI (§90(1) no. 3 BetrVG). Co-determination still applies to the funded system (§87(1) no. 6, see GUIDE-004) |
| External advisor | Must be BAFA-listed for BAFA consulting [1]. Check that the advisor is independent of the software vendor |
Step by step
1. Get free orientation (1–2 days, €0). - Mittelstand-Digital Zentren: the current network runs out gradually by the end of 2026. On 20 Oct 2026 the Federal Ministry for Economic Affairs and Energy (BMWE) announced a successor network starting 1 Jan 2027, with centres operating by mid-2027. It will have 6 regional and 11 specialised centres, AI trainers ("KI-Trainer") and new cybersecurity trainers. The offer stays free and vendor-neutral [3]. Until then, use whichever current centre is still active. - European Digital Innovation Hubs (EDIH): EU-funded one-stop shops that offer "test before invest", training and help with financing. One example: EDIH dina (Bavaria) started in September 2026 with about 100 offerings in AI, IT security and digital production, free for SMEs [9]. Use the EU catalogue to find your regional hub [10]. - IHK / HWK innovation advisors: free first meeting about which programmes fit.
2. Subsidise strategy, data and process consulting with BAFA (open; extended to 31 Dec 2028). - "Förderung von Unternehmensberatungen für KMU": up to 5 consultations within the programme period, at most 2 per year [1]. The maximum eligible cost per consultation is €3,500 net. The grant covers 50% in the "old" federal states (max €1,750) and 80% in the "new" states (max €2,800) [2]. Check the current rate for your location in the guideline, because a second amendment was published on 15 Oct 2026 [1]. - Process: apply online on the BAFA platform, wait for the information letter, then sign the consulting contract. Submit the usage report within six months [1]. The grant counts as de-minimis aid. - From 1 Jan 2027 you can apply only via ElsterKonto or BundID, and the mandatory talk with a regional partner is dropped [1]. Set up the ELSTER business account now. - Good AI topics: data readiness check, process analysis to find automation candidates, AI policy and governance, and vendor selection (GUIDE-010).
3. Finance implementation with a KfW loan (open). - The ERP-Förderkredit Digitalisierung (511/512) replaced the old ERP digitalisation and innovation loan (380), which has been closed to new applications since 1 Jul 2025 [6]. There are three stages (Basis, LevelUp, HighEnd), and the more digital the project, the better the conditions. A KfW "Digitalisierungs-Check" is mandatory for stage 1 and recommended for stages 2 and 3. For LevelUp and HighEnd projects you can also apply for an ERP-Förderzuschuss (grant) within three months of the loan commitment. You apply through your house bank, not with KfW directly [6]. - This fits investment-heavy paths, for example self-hosted inference servers, ERP integration or vision systems in production.
4. Check your federal state's programme (most are limited by quota or lottery). - Bavaria, Digitalbonus: relaunched, running until 31 Dec 2027, with a stronger focus on robotics and AI. Standard: up to €7,500. Plus (particularly innovative projects): up to €30,000. Apply paperless via an ELSTER business account [4]. - NRW, MID-Digitalisierung: open, but you get the right to apply through a monthly lottery and then have 28 days to file. It pays 50% of eligible costs, up to €15,000, with a minimum of €4,000. Since 1 Jan 2026 it funds only digital products based on AI, ML, data mining, real-time processing or AR/VR. Internal process digitalisation ("Digitale Prozesse") is no longer funded. A qualified partner is required, and you may receive one grant every two years [5]. - Other states: we did not verify any other state programme as open for AI projects on the check date. In Baden-Württemberg the former Digitalisierungsprämie Plus grant is no longer offered according to the local IHK. Ask L-Bank or your IHK about current loan options before planning with it.
5. For real R&D, use the research allowance (Forschungszulage). - This is a tax-based allowance, not a grant competition. It has no deadline or budget cap per call. For expenses from 2026 the maximum assessment basis is €12 m per year. The rate is 25%, and SMEs can apply for 35% [8]. First get a certificate from the BSFZ (Bescheinigungsstelle Forschungszulage), then claim via the tax office. - It fits developing your own models, new methods or AI products with technical uncertainty. Buying a SaaS tool does not qualify.
6. Keep ZIM on your watchlist, not in your plan. - ZIM has stopped accepting new applications for all project types since 7 Jul 2026, except international calls. Applications already filed are still being processed [7]. Its guideline runs until 30 Jun 2027 and a revision is being discussed. Check zim.de before you plan with it.
7. Combine the programmes and document everything. - Typical sequence: free orientation (step 1), then BAFA consulting for strategy and data readiness (step 2), then a pilot paid from your own budget (GUIDE-009), then a KfW loan or state grant for the rollout (steps 3–4). - Keep a de-minimis register (BAFA, NRW MID and others count towards the same ceiling). Keep application, approval, contract dates and invoices together.

Common pitfalls
- Starting too early. Signing the consultant's offer or the vendor contract before approval kills the funding. Write "subject to funding approval" into letters of intent if needed.
- Planning with closed programmes. Digital Jetzt, go-digital, ZIM (currently paused), the KfW 380 loan and NRW's "Digitale Prozesse" track are not available for new applications as of Oct 2026.
- Vendor-driven "funded packages". Some sellers bundle consulting and licences "100% funded". Check who the applicant is and whether the advisor is independent.
- Funding the tool, not the change. Budget your own staff time for data preparation, training (AI literacy measures under AI Act Art. 4, GUIDE-006) and change management (GUIDE-008). Grants rarely cover these internal costs.
- Ignoring de-minimis. Several small grants can add up and block a later, larger one.
